Emirates Airline denies codeshare plans with Canada's WestJet Airlines

WAM DUBAI: An Emirates Airline spokesperson has denied the carrier has plans to sign code sharing agreements with Canada's WestJet Airlines.

"As we continue to expand our global reach, we routinely look at partnerships with other airlines in order to offer customers the most convenient and seamless service possible, however we have no immediate codeshare plans with WestJet at this stage," an Emirates spokesperson said in an emailed press release.

United Wants Joint Venture With Air Canada

Speaking Wednesday at the Hudson Securities airline conference, United CEO Jeff Smisek said United is "looking at a trans-border joint venture" with Air Canada. Additionally, he said, "We're keenly interested ... to form a joint venture in Latin America as well; we will pursue that."

Smisek did not name any potential Latin partners, but the Brazilian carrier TAM is a member of the Star Alliance and last month, both Avianca-Taca, which combines Columbian and El Salvadoran airlines, and Copa, based in Panama, agreed to join Star.

"We think there's a tremendous opportunity for us in JVs," Smisek said. "We compete across the world with everybody, and JVs are a powerful competitive tool for us."

United has a transatlantic joint venture with anti-trust immunity with Air Canada, Continental and Lufthansa. This year, regulators approved its request for a transpacific joint venture with ANA.

WestJet signs interline pact with British Airways

OTTAWA, Dec 8 (Reuters) - WestJet Airlines Ltd (WJA.TO), Canada's second-biggest airline, confirmed on Wednesday that it has signed an agreement that will allow passengers traveling on British Airways (BAY.L) to connect to WestJet's network.

The so-called inbound interline agreement would advance WestJet efforts to expand beyond its low-budget roots, as it seeks new sources of revenue and profit, while trying to attract lucrative business passengers.

The agreement will allow passengers and their luggage to easily connect from a British Airways flight to WestJet planes in Canada on one itinerary.

"Yes we do have a deal with BA, but seats won't go on sale until early new year. Will have more details then," WestJet spokesman Robert Palmer said in an email.

The deal is not deemed to be material, Palmer said.

PI Financial Corp analyst Chris Murray said WestJet told him that it had agreed not to disclose the deal earlier to give British Airways time to organize marketing and issue a press release.

WestJet told Reuters that interline deals are not typically material and the Calgary-based company would not issue a press release unless there was a significant element to the tie-up.

"For example, we announced AA (American Airlines) because it was our first American partner," Palmer wrote.

Murray said the deal is a positive and could boost the Calgary-based company's stock.

"British Airways has always remained the most significant possible partner for WestJet in our opinion, given the travel patterns of Canadians and the relative size the British market represents for travel to Canada," Murray wrote.

"At the company's recent investor day in June 2010 it provided details showing British Airways as the single largest potential partner it could have of any other single carrier."

There was no discussion of any WestJet-BA alliance or partnership plans, Murray wrote.

Air Force rehearses flyby for AFP anniv

MANILA, Philippines—If you see military planes flying overhead, don't be alarmed, be proud.

The Philippine Air Force on Thursday laughed off fears of an aerial invasion after it was deluged by inquiries about sightings of fighter and trainer planes in Metro Manila skies.

PAF spokesperson Lieutenant Colonel Miguel Ernesto Okol said it was just a dress rehearsal of sorts for Air Force planes for their "flyby," or ceremonial flight, as part of a military parade during the Armed Forces of the Philippines anniversary later this month.

"When we see those planes, we should be proud rather than scared," Okol said told the Inquirer in telephone interview. "I wish when the public sees these aircraft, they will just say 'I'm proud. That's our Air Force'."

It is, Okol said, an accomplishment already that the woefully under-equipped and under-funded Air Force possesses these aircraft to begin with.

Between 24 and 30 planes and choppers of various types will be joining the flyby, from S-211s to OV-10s Broncos to Huey rescue helicopters and a pair of brand-new SF-260s recently acquired by the PAF.

Rehearsals for the parade started this week and will continue just before the Air Force Day on December 21, the anniversary of the AFP, Okol said.

"There's nothing unusual about this. Maybe people just aren't used to seeing these aircraft flying about," he said.

He said the PAF had gotten several calls from worried people and members of the press since the flyby practices began.

Okol said the PAF had coordinated with the Civil Aviation Authority of the Philippines and had secured air space clearance from the ground controllers for the rehearsal flights.

"All pilots have been informed of minimum altitude requirements," as well as standard protocols of keeping apart by least 500 feet, and staying aboveground at least 1,000 feet from the highest point, Okol said.

He said the flyby was "not a military exercise," but a display of PAF aircraft as well as the skills of Air Force pilots, who would be flying in sync during the parade.

"It's going to be a showcase of what the Philippine Air Force is all about," Okol said.

Pressure mounts on Cusi to quit CAAP

ALFONSO Cusi, director general of the Civil Aviation Authority of the Philippines (CAAP), is the source of problems besetting the agency because he is not a team player, Malacañang said yesterday.

Presidential spokesman Edwin Lacierda said Cusi has opposed the appointment of seven new officials in compliance with ICAO (International Civil Aviation Organization) requirements to have more technical people manning the aviation agency.

The CAAP Board last Nov. 2 passed a resolution approving the appointments of Ramon Gutierrez as deputy director general for administration; Napoleon Garcia, deputy director general for operations; Wilfredo Borja, assistant director general (Air Traffic Services); Andrew Basallote, assistant director general (Air Navigation Service); Edgardo Costes, assistant director general (Aerodrome Development and Management Service); Wilson Mirabona, assistant director general (Aerodrome Development and Management Service); and Andres Laurilla, assistant director general (Civil Aviation Training Center).

Lacierda said the appointment of new officials is one of the measures intended to ensure that the Philippines gets out of the Category 2 classification.

He said Cusi also politicized the deferred arrival late last month of the ICAO audit committee that would review the compliance of Philippine airports to international aviation standards.

Lacierda said ICAO, in its letter, said its reviewers will not be able to go to Manila because of "operational reasons" but "he (Cusi) politicized it and made it appear like they have no confidence in the Philippine government."

"Al Cusi was very much against the appointment of these people. So that’s why we are rectifying the situation. And he is not helping any," he said.

He said Cusi is a minority in the CAAP board but he could not be ousted because he has a fixed term until March 2013.

Cusi was appointed by former President Gloria Arroyo last March.

"We would like to urge him that for the sake of the national government, for the sake of the Filipino people, for the sake of our airports to really move out of Category 2, that he cooperate with the vast majority of the Board of Directors to ensure that we are taken out of Category 2," Lacierda said.

The CAAP was created by R.A. 9497 on March 23, 2008 in answer to a January 2008 downgrade from Category 1 to Category 2 by the United States Federal Aviation Administration (FAA) based on its International Aviation Safety Audit (IASA) in November 2007.

FAA said "the Philippines was no longer overseeing the safety of its airlines in accordance with international standards and practices."

Cusi denied he is not a team player even as he insisted that the administration violated the law in appointing seven new CAAP directors.

He said the CAAP guidelines for the selection of officials provides that holdover permanent employees should first be considered, followed by holdover temporary employees, then holdover casuals followed by holdover contractual employees and lastly, non-CAAP employee applicants.

He said the seven career positions are career "plantilla" positions being occupied by CAAP holdover employees in an OIC capacity, because they are still undergoing selection process as defined by the law.

Cusi said he tried to explain in writing to the CAAP board prior to the arrival of the ICAO Validation Mission that it is not safe to shake the organization during times of audit.

"The present unclear political announcements of a change in senior management could create, in ICAO’s opinion, an indeterminable future of professional processes within CAAP," he said. – Regina Bengco

Open skies for Phl secondary airports

CLARK FREEPORT, Pampanga, Philippines – President Aquino is set to issue this month an executive order (EO) enforcing an open skies policy nationwide except Manila, thus opening the country’s secondary airports to foreign airlines.

Tourism Secretary Alberto Lim and Finance Secretary Cesar Purisima confirmed this during Aquino’s visit here for the launching of the first SeaAir Airbus plane and the groundbreaking of the Medical City in this freeport.

Purisima said the EO is ready for signature by the President and should be enforced before yearend.

The EO, he said, will open the country’s secondary airports nationwide to foreign airlines, except the international airports in Manila.

“The economic managers have agreed on this. It is for the interest of the country,” he said, adding that the EO will virtually be a total open skies policy, except for the so-called aviation fifth freedom of foreign airlines to pick up local passengers bound for a destination in a third country.

“In formulating policies, the interest of the majority comes first,” he said, alluding to opposition from some local airlines calling for protection of the local aviation industry.

“There will be more competition, some will be challenged, but the move will be vibrant for the country’s economy. There are about 40 million Filipinos who are suffering (from poverty) and many are unemployed,” he said.

Lim declined to give more information about the open skies EO, saying he did not want to preempt the President, but he also noted that the presidential fiat would cover all secondary airports in the country except Manila.

Purisima said the Aquino government would like to make open skies more permanent by pushing for legislation on it.

“If the people understand it and the project succeeds, the members of Congress who are supposed to represent the people will pass legislation to make open skies a more permanent policy,” he said.

Avelino Zapanta, SeaAir president and chief executive officer, said he supported the open skies move because despite competition from foreign airlines, the policy would bring in more tourists and boost local tourism to such extent that, in the long run, even local airlines would benefit.

He said that while some secondary airports in the provinces could not yet accommodate big aircraft, foreign airlines will always have the option to use smaller airplanes.

WestJet saw fuller planes, higher traffic in November

Air Canada and Westjet Airlines, Canada's two largest carriers, said Monday that they flew fuller planes November, with strong demand absorbing higher capacity levels.

CALGARY - Westjet Airlines (TSX:WJA) flew fuller planes last month and saw an increase in traffic above the new capacity it added over the year before, the airline said.

Passengers filled an average of 77.7 per cent of WestJet's available seats in November, an increase of 1.8 percentage points year-over-year.

It saw a traffic boost of 17.9 per cent, compared with a capacity increase of 15.3 per cent, with 117,000 more people flying the Calgary-based airline.

"We are very pleased with our growth and strong load factor," WestJet CEO Gregg Saretsky said in a release Monday. "Further, we're encouraged by the strength of bookings from the business market and the demand for WestJet Vacations packages."

Air Canada (TSX:AC.A) (TSX:AC.B) also reported its November numbers Monday, with an average of 74.8 per cent of its seats filled, including on Jazz, about the same as the year before.

Its traffic increased 7.5 per cent on a capacity increase of 7.3 per cent, year-over-year. Air Canada said the increased capacity was driven by more efficient aircraft use.

"Led by over 19 per cent traffic growth in the Pacific, we recorded an increase in traffic in all markets we serve - the eleventh consecutive month of year-over-year traffic increases - for a system wide traffic increase of 7.5 per cent," Air Canada CEO Calin Rovinescu stated.

Chris Little Promoted to Regional Engine Manager for Pratt & Whitney Canada Products in the Mid-States

BBA Aviation Engine Repair and Overhaul (ERO) company Dallas Airmotive has promoted Chris Little to Regional Engine Manager. He will be responsible for sales of engine services for Pratt & Whitney Canada PT6A, JT15D, PW500 and PW306C engines in the Mid-States region of the USA (Louisiana, Mississippi, Arkansas and Oklahoma).

“Chris has been with us nine years and has demonstrated his skills with engines and customers,” commented Dennis DiMarco, BBA Aviation ERO Vice President Sales North America. “His knowledge of our capabilities and time spent in customer service activities makes him a valued addition to our sales team.”

Little started his aviation career at KC Aviation’s engine facility in Dallas and was there when the operation was purchased by Gulfstream Aerospace. Subsequently the facility was acquired by Dallas Airmotive where it specialized in Honeywell TFE731, 36 series APU and ALF502 engines. Most recently Little was senior customer service representative for Dallas Airmotive’s Honeywell programs where he worked closely with customers and the OEM as engines progressed through the repair process.

Little has a Bachelor of Science in Business Management. He will be based in Texas.

Porter eyes N.B., Philadelphia as next stops

Philadelphia and New Brunswick have made Porter Airlines Inc.’s shortlist of new destinations for 2011, when the regional carrier will add four more planes as it gears up for competition with Air Canada at Toronto’s island airport.

Porter, a four-year-old airline based at Billy Bishop Toronto City Airport, suffered a setback last summer when the U.S. State Department rejected an application for customs officers to pre-clear passengers.

But the decision won’t affect Porter’s plans to add Philadelphia International Airport to its network because the Pennsylvania terminal doesn’t require pre-screening in Canada, Porter chief executive officer Robert Deluce said in an interview Monday.

While no decision has been finalized yet, Toronto-based Porter is aiming to add at least two new cities to its flying roster in 2011 – one in the United States and one in Canada.

Porter has 20 Bombardier Q400 turboprops in its fleet, with four more to be delivered next April and May.

Other U.S. options for expansion include Washington Dulles International Airport and Baltimore-Washington International Airport, as well as Cleveland, Pittsburgh, Cincinnati, Detroit, Minneapolis and Atlanta.

But Washington’s Reagan National Airport and New York-area airports such as LaGuardia and Westchester – which require U.S. customs pre-clearance facilities at Billy Bishop – likely won’t be added to Porter’s schedule until 2012 at the earliest, subject to approval from U.S. authorities.

In New Brunswick, privately owned Porter is examining the possibility of flying to Saint John and Fredericton, hoping to capitalize on its growth on the East Coast. “Atlantic Canada has been very strong for us. We certainly like Halifax, St. John’s and Moncton,” Mr. Deluce said, referring to Porter’s service to those three cities. Other domestic candidates for joining Porter’s network include three Ontario cities – Windsor, Sault Ste. Marie and Timmins.

In Central Canada, Mr. Deluce said Porter is ramping up to compete against Air Canada at Billy Bishop, located on an island near Toronto’s downtown core. Porter has enjoyed a monopoly on commercial flights at Billy Bishop since launching in October, 2006, but Air Canada has hired Sky Regional Airlines Inc. to fly Q400s to do battle against Porter in its own backyard, starting in February with the Toronto-Montreal route.

On Monday, Porter announced that its load factor, or the proportion of seats filled by paying customers, rose to 54 per cent in November from 49.4 per cent in the same month in 2009. Porter touts its short-haul routes on fuel-efficient turboprops as distinguishing factors from rivals, which have higher loads.

Air Canada’s November load factor climbed to 74.8 per cent from 74.7 per cent, while WestJet Airlines Ltd.’s loads increased to 77.7 per cent from 75.9 per cent.

Avoiding airfare wars, Porter emphasizes how residents in Toronto’s core can save money on taxi rides, compared with flying out of Pearson International Airport. Porter expects to handle 1.4 million passengers at Billy Bishop this year, up about 55 per cent from last year.

On Porter’s service between Toronto and Myrtle Beach, S.C., Mr. Deluce said he is counting on Billy Bishop’s convenient location to provide a competitive edge over cheaper fares promoted by aggressive discounters at Niagara Falls, N.Y.

Direct Air currently offers Niagara Falls-Myrtle Beach service, while Spirit Airlines will launch the route in May.

Aviation sector welcomes liberalization moves

MANILA, Philippines – Major players in the aviation industry including regulators and domestic airline companies welcomed legislative proposals opening other international airports in the country to foreign carriers.

This was revealed during a public hearing called by the congressional committee on transportation chaired by Rep. Roger Mercado to tackle two bills liberalizing air transport to and from international airports outside of Manila.

Bill no. 1601, filed by Congressman Rex Gatchalian, seeks what he calls pocket open skies policy covering Laoag, Clark, Subic, Cebu and Davao.

Meanwhile, bill No. 1352 authored by Congresswoman Aurora Cerilles recommends a comprehensive open skies policy that seeks opening up all airports for direct flights to and from other countries by both domestic and foreign airlines. It also includes the upgrading of those airports as precondition to air travel liberalization.

The committee devoted the whole session to getting the views of main stakeholders in the country's aviation industry and government regulatory agencies.

The lawmakers and the airline representatives arrived at a consensus that the proposed open skies policy, when finalized, should be anchored on the principle of reciprocity.

This would mean that for every nation that will be granted rights for their air carriers to land and take-off from Davao or Cebu from a city in that country, should also grant the same privilege to Philippine-owned air carriers.

Two major hurdles, however, surfaced. An executive of the Civil Aviation Authority of the Philippines ((CAAP), the agency that replaced the defunct Air Transportation Office, revealed that the ban on local airlines to and from the United States and the European Community may be lifted only by the middle of next year.

A ban was slapped by aviation authorities in the US and Europe after inspection teams found that the country failed to comply with 58 international safety standards.

In response to the ban, Congress replaced the ATO with CAAP. The new agency said that as of this week, they have corrected 85 out of the 89 deficiencies. It will take up to the second quarter of next year to get the Philippines reclassified as a category one country whose carriers will be allowed to fly to the US and European destinations.

The downgrade, it was explained, was the fault of government, not the local airlines which are compliant with international standards.

The other hurdle is the bad reputation of the country as a dangerous destination.

Winter air capacity count: 6% better

Scheduled airline seats to Hawaii for December, January and February top 2.3 million, up 6.4% from the same months a year ago, a state tally shows.

The most notable change as the state drops November and adds February to its rolling three-month tally is 17,000 more seats from foreign countries, including 6,000 more from Japan and 10,000 more from Canada. Hawaiian Airlines launched Tokyo Haneda service in November.

The Canadian surge happens every winter. The Japanese increase, despite the much publicized new service from Tokyo Haneda, mostly represents the seasonal increase in seats from Nagoya, though it's smaller this year than last.

The main domestic effect is a shift of seats from Kona, where Japan Airlines no longer flies, to Kauai, which is getting more winter airlift from the West Coast. Neighbor island airlift generally is higher, however.

Biggest sources of visitors from the mainland, based on seat capacity:

1. Los Angeles 521,114, up 13% from last year.

2. San Francisco 261,048, up 4%, plus a combined 120,000 from Oakland, Sacramento and San Jose.

3. Seattle 165,870, up 4%.

4. Phoenix 103.050, up 6%.

5. Portland 81,784, up 14%.

Most of the 64,305 seats from Las Vegas are used by Hawaii residents taking vacations in Vegas rather than the other way around, and the largest originating points after that are Dallas-Ft. Worth, 60,750, down 4%, and Chicago O'Hare, 50,499, up 18%.

Biggest sources of international visitors:

1. Tokyo Narita 254,235, down 13%, plus Tokyo Haneda 60,840, first time.

2. Vancouver 95,537, roughly the same as last winter.

3. Seoul 53,103, up 54%.

4. Osaka 45,720, down 33%.

5. Sydney 39,764, up 10%.

The largest foreign visitor origination points after these are Nagoya, 35,529, down 8%, and Manila, 22,884, down 1%.

ACE Aviation selling 44 million Air Canada shares for $162.8 million

MONTREAL - ACE Aviation Holdings Inc. is further reducing its once majority stake in Air Canada with the sale of 44 million shares of the airline for $162.8 million, taking ACE another step towards a complete windup.

The Montreal-based company said it has entered into an agreement with a syndicate of underwriters led by Canaccord Genuity Corp. and including RBC Dominion Securities Inc. and TD Securities Inc.

Canada's largest airline will not receive any of the proceeds from the sale of its B shares at a price of $3.70 each.

The transaction, which is expected to close around Dec. 23, will reduce ACE Aviation's (TSX: ACE.B) total stake in Air Canada (TSX: AC.A) to 11.15 per cent, from approximately 27 per cent.

ACE was formed in 2004 to be the airline's parent company as part of Air Canada's court-supervised restructuring.

As recently as October 2009, ACE had a 75 per cent stake in the airline, which didn't re-list its shares on a public exchange until December 2006.

There have been expectations that ACE Aviation Holdings will eventually be dissolved after disposing of its assets, although there's no firm timetable.

ACE Aviation has previously spun off the Aeroplan (TSX: AER) frequent flyer program and regional airline Jazz Air (TSX: JAZ.UN) as well as the technical service division.

ACE Aviation earned $78 million in the third quarter, mainly from its ownership stake in the airline.

Air Canada's shares closed at $3.83 in Thursday trading on the Toronto Stock Exchange. They have recovered in the past year along with the airline's operating performance, rising from a low of $1.15 to a high of $4.09. That's still well short of the nearly $20 in early 2007.

ACE Aviation shares closed at $13.25 on Thursday.
